The surface is the artifact
This entry is not about note-taking as a discipline. It is about owning the object you would write on, chosen before the moment arrives. People who have not chosen one do not stop writing things down. They write them wherever is nearest, which turns out to be a browser tab, a sticky note application, a message drafted to themselves, or the back of a receipt.
All four of those fail in the same way. They are tied to a session, a device or a piece of paper nobody meant to keep, and they vanish without ceremony. The surface you want is the one that is still there tomorrow when you have forgotten you wrote anything at all.
Paper against an encrypted file
Both are legitimate. They fail differently, so the choice is about which failure you can live with.

On a machine other people use, paper often wins, which surprises people who expect the technical answer to be the better one. On a machine that is entirely yours, a file wins on searchability and on not being visible to anyone who opens a drawer. The machine entry is the input to this decision, which is why it comes first.
One place, not four
The commonest failure is not having nowhere to write. It is having several places and no rule about which one is real. Notes scatter, and the scattering is invisible until you go looking for one specific line and find three near-misses in three locations, none of them dated.
Pick one. Move the strays into it once, at the start, and accept that the migration is boring. After that the rule is simple enough to follow when tired, which is the only test that matters for a rule about writing things down.

How a good surface goes bad
Paper degrades in obvious ways and in one non-obvious way. It gets lost, it gets wet, and it gets read by whoever picks it up, which is the failure people forget when they are congratulating themselves on avoiding computers. A notebook left on a desk is a public document in a shared house.
An encrypted file degrades differently. The container gets left open, or the passphrase gets simplified during a frustrating week, or a copy ends up somewhere unencrypted because copying a file is the easiest thing in the world to do without thinking. Both surfaces need occasional attention. Neither needs much.
Questions that come up
Can I use a notes app that syncs to my phone?
You can, and you should be clear about what that decision does. Syncing means copies exist on hardware and services you do not control, which is a reasonable trade for convenience in some situations and a bad one in others. If you choose it, choose it knowingly rather than by default, and keep the material that would hurt most out of it.
How much should I write down?
Enough to reconstruct what happened without relying on memory, which is less than people fear and more than they typically manage. Dates, addresses used, version numbers, amounts and the rough sequence of events cover nearly everything. Long descriptions of your reasoning are rarely useful a month later, whereas a single dated line usually is.
